Tanzania's new Chinese-built harbour blends seafood ambitions with strategic reach
A $110 million fishing port built by a Chinese state firm on Tanzania's southern coast is framed locally as a jobs and spoilage fix, while also feeding Beijing's seafood supply chain and renewing questions about dual-use port building along the Indian Ocean.

A newly built fishing harbour on Tanzania's southern coast is emerging as a case study in how China pairs its appetite for seafood with a longer-term push for influence along the Indian Ocean's trade routes.
The roughly $110 million facility sits at Kilwa Masoko, in Tanzania's Lindi region, about 300 kilometers south of Dar es Salaam. It was built by the state-owned China Harbour Engineering Company under Beijing's Belt and Road Initiative and reached 97 percent completion earlier this year, according to Tanzania's fisheries minister. The finished port includes a 315-meter jetty, a fish-processing complex with ice-making and cold-storage plants, a boat-repair workshop and a dedicated fish market, built to handle vessels far larger than the small boats that have long worked this stretch of coast.
Tanzanian officials have pitched the port chiefly as an economic win. It is designed to land up to 60,000 tonnes of fish a year, a volume officials say will cut the spoilage that has long eaten into local fishermen's catches and open up new markets. Tanzania's labour minister, Deus Sangu, has put the expected employment impact at around 30,000 direct and indirect jobs.
China's interest runs in both directions. Beijing has been signing agreements that let more African countries, including Tanzania and Somalia, export fish and other seafood directly into the Chinese market, a push tied to its growing domestic demand for seafood. Some of what Kilwa Masoko lands is expected to eventually reach Chinese buyers, making the port part of a wider supply chain Beijing has been building across the continent's coastline.
The port has also drawn attention for reasons that have little to do with fish. It follows China's role as the lead investor in a long-stalled, much larger port project at Bagamoyo, further north on Tanzania's coast, which Dar es Salaam has moved to revive. Analysts have pointed to that combination, Chinese-built harbour infrastructure spreading along a single East African coastline, as the kind of dual-use groundwork that could, in time, support more than fishing boats, including ship repair for China's navy. Tanzanian officials have described Kilwa Masoko strictly in economic terms, and no military use of the port has been announced.
