Japan's Finance Ministry is preparing to prohibit exports of gold that cannot be traced back to a verifiable, legitimate source, part of a broader push to close off a route that has reportedly been exploited for tax evasion and smuggling.

The plan would also hand customs authorities expanded powers to scrutinize and intercept gold shipments lacking adequate documentation, closing a gap that has allowed large volumes of gold to move through the country with limited oversight of where it actually came from.

The scale of the discrepancy driving the move is notable. Japan exported roughly 228 tons of gold in 2025, while recognized, properly documented imports for the same year came to only about 10 tons, an imbalance authorities say points to substantial amounts of gold entering and leaving the country through channels that evade standard reporting.

That pattern is consistent with schemes built around exploiting differences in how consumption tax applies to gold transactions, in which gold is smuggled in without duty paid and then resold domestically with tax included, pocketing the difference, before eventually being funneled back out as an export with no clean paper trail. Japanese authorities have pursued such cases before, but the sheer size of the export-import gap suggests the practice remains widespread.

By requiring exporters to demonstrate a gold shipment's provenance and giving customs officials more latitude to challenge shipments that cannot, the Finance Ministry is aiming to make the untraceable side of the trade considerably harder to sustain, even as questions remain about how aggressively the new rules will be enforced once in place.
