A string of Chinese brokerages is setting up shop in Vietnam, treating the country less as a destination in its own right and more as a staging ground for a broader push into Southeast Asia's capital markets.

China International Capital Corp opened a representative office in Ho Chi Minh City in June through its Singapore arm, after securing approval from Vietnam's State Securities Commission. Stephen Ng, who heads CICC's Southeast and South Asia business and runs its Singapore operation, said the firm's "mission extends beyond establishing a physical presence," framing the Vietnam office as an attempt to "plant the seeds for long-term partnerships" and connect local businesses with global capital markets. Guotai Junan International, the Hong Kong-listed arm of one of China's largest brokerages, has been building a similar foothold in the country as part of its own regional expansion.

The timing lines up with a shift in how global index providers see Vietnam. FTSE Russell reclassified the country from frontier market to secondary emerging market status effective September 21, after Vietnamese regulators met the index provider's criteria by scrapping the requirement that foreign institutional investors prefund their equity trades and setting up a formal process for handling failed trades. The upgrade makes Vietnamese stocks eligible for FTSE's broader emerging-market indices, a change expected to draw a phased wave of capital from funds that track those benchmarks.

For Chinese brokerages, the move into Vietnam fits a strategy Beijing has been pushing from the top down. China Securities Regulatory Commission chairman Wu Qing has said the country wants to develop several brokerages with real international influence over the 2026-2030 planning period, part of a broader effort to turn the country's biggest securities firms into globally competitive investment banks rather than domestically focused players. The push is already showing up in the numbers: the 36 overseas subsidiaries run by 34 mainland brokerages held a combined HK$1.94 trillion in assets at the end of 2025, up close to 32 percent from a year earlier.

Vietnam's appeal in that context is straightforward. It sits next door to China, its stock market has just become easier for foreign capital to access, and firms that establish themselves there now are positioning to expand into the rest of Southeast Asia's markets from a base that already understands how Chinese capital moves.
