China has set up a new centrally administered state-owned company dedicated to managing the country's data resources, placing it in Xiong'an, the planned city southwest of Beijing that Beijing has positioned as a hub for the country's next wave of technology infrastructure.

Vice-Premier Ding Xuexiang presided over the launch of China National Data Group Co. on Tuesday, describing its creation as a "major strategic decision" by the country's leadership aimed at helping China "seize the initiative in AI development, accelerate the construction of a 'digital China,' and build new national competitive advantages." The company becomes the 100th enterprise under direct central administration by the state asset regulator, SASAC.

The new group carries a registered capital of 10 billion yuan, about $1.37 billion, and counts China Poly Group, China Railway Materials, TravelSky Technology and Shanghai Data Group among its strategic shareholders. Its mandate is broad: developing and putting data resources to use, unlocking the value of what Chinese policy documents call "data elements," supporting AI development directly, and building out a wider data industry around itself.

The company is meant to function as a national platform connecting data infrastructure across regions and industries, something China's existing data policy architecture had lacked a dedicated operator for. Beijing created the National Data Administration in 2023 to set data policy. The new group is designed to handle the market-facing side instead, actually moving and trading data resources rather than just regulating how it is done.

Locating the headquarters in Xiong'an extends a pattern set since the new area's founding in 2017, when it was designated to absorb functions and institutions moved out of Beijing as part of a broader regional development plan. The city has increasingly been positioned as a testbed for state-directed technology projects, and the new data group's arrival adds a nationally significant data operator to that growing footprint.
