China and the European Union have reached an understanding following two days of trade talks in Beijing, under which Chinese exports of hybrid vehicles to the EU would be halved over time, according to people familiar with the discussions.

The agreement also includes commitments that would give European companies improved access to Chinese markets, estimated to be worth around $4.5 billion. The talks were led by the EU's trade commissioner and China's commerce minister, and come after months of rising friction between the two sides over trade imbalances and industrial policy.

The two sides characterized the outcome differently in public statements, with the EU offering a more detailed account of the agreement's terms while Chinese officials responded with comparatively limited public comment, a gap that has left some of the arrangement's specifics unclear.

The deal is widely seen as an effort to defuse tensions that had been building toward a broader trade confrontation, as European automakers and policymakers grew increasingly concerned about the competitive pressure from Chinese hybrid and electric vehicle exports. Whether the agreement holds, and how its terms are implemented in practice, is likely to shape the trajectory of EU-China trade relations in the months ahead.
