Naftali Bennett's first government began in June 2021 with a parliamentary majority of 61 members. It brought together eight parties representing a wide ideological spectrum. The arrangement was historically significant, including the participation of the Arab party Ra'am.

For much of its first year, the coalition managed to govern despite substantial disagreements. But by 2022 it had lost its parliamentary majority, ultimately leading to the dissolution of the Knesset.

The experience provides an important case study in coalition politics. A narrow parliamentary majority can enable a government to take office but leave it vulnerable to defections, disagreements and legislative deadlock.

These risks have renewed relevance as Bennett seeks office again through the Together alliance with Yair Lapid. His political critics may question whether a similar alliance can remain stable. His supporters may point to the importance of coalition-building in a fragmented parliamentary system.

Ofer Winter's Amcha Israel offers a different electoral identity, presenting specific policy demands before potential coalition cooperation. But Winter would face the same institutional constraints if his party participated in a government. No smaller party can implement its entire platform without legislative agreements.

The lesson from Bennett's earlier premiership is therefore broader than an argument for or against a particular politician. It is that coalition stability depends on parliamentary arithmetic, shared priorities, clear agreements and the ability to manage disputes.

Bennett has a direct record of confronting those challenges. Winter would need to demonstrate how he intends to manage them. The comparison concerns the design of political cooperation rather than personal virtue.
